WELCOME TO THE WEBSITE HOUSTON AREA LOCAL American Postal Workers Union ATTENTION APWU MEMBERSAs you are aware, we are experiencing simultaneous excessing impacts: station excessing, GPO/NDDC sectional excessng, and craft/installation. We have been in constant meetings addressing all these issues. GPO/NDDC Sectional Excessing We were to meet with the Plant representative this week. Due to scheduling conflicts between meetings with the Plant and the District, that meeting could not be coordinated. The scheduled meetings with persons receiving abolishment and excessing letters is postponed until next week. We know that changes will be made to their present plan. If you received a letter in error, or if the numbers change, those corrections will be made next week. Under the latter circumstance, you will be issued a letter rescinding the action or a corrected letter. Since no one's schedule will change on the fourth, next week will not be too late to correct their actions and get your input. * 58 Excessing letters have been rescinded on Tour 1 in Automation. CRAFT/INSTALLATION ExcessingTHE DEADLINE for SUBMISSION OF PREFERENCES ON CARRIER JOBS HAS BEEN MOVED TO THE CLOSE OF BUSINESS, FRIDAY, JULY 10 !!! BRIEFINGS WILL BE HELD NEXT WEEK WITH ALL IMPACTED EMPLOYEES.LEVEL 7 AND LEVEL 8 EXCESSING AND FINAL NUMBERS ARE STILL BEING DISCUSSED.We know that everyone is under pressure and impatient. But, please realize that we have been in constant meetings during this period of multiple excessing proposals and we are doing our jobs. Our job requires that we demand your contractual rights and advocate in your best interest. THE STRUGGLE IS CONTINUING.... Excessing Outside of the CraftAfter being initially contacted, I subsequently informed you that information concerning this latest excessng would be provided to you after meetings between the National Union and the Area Post Office. I was also told that I would be invited to the meeting so that I could have input. That obviously did not happen and I have been unable to get any clear answers as to why it did not happen. I was informed by voice mail on my cell on Saturday and by calls from officers and members that letters had been mailed out with job selection sheets. Letters issued to North Houston proposed impacted employees have been rescinded. At this time I have not been successful in getting the Houston letters rescinded. There are procedural errors, and numerous mistakes in what the Postal Service is doing and how they have identified impacted employees. DO NOT THINK that I have not been forthcoming with you or that I will not be available to address your concerns. Presently, we are talking to the Postal Service and the National Officers for this region. We have a meeting scheduled with the District Manager for tomorrow, July 1. I will issue an update tomorrow and hopefully I can give you more informed advice at that time. We WILL BE IN YOUR WORKPLACE to meet with you after we have exhausted all efforts to come to a reasonable resolution.
The Union is being bombarded with changes. Management is determined to make changes. While change is not always a negative thing, change simply for the sake of change is. Every plan they have put on the table has had multiple flaws and mistakes. While we have been successful in addressing some of their proposals, it is stressful, time consuming, and unproductive to continuously fight ill thought out ideas. WE ARE WORKING FOR YOU AND WILL ALWAYS HAVE YOUR BEST INTEREST IN MIND AS WE CONTINUE TO NEGOTIATE AND FIGHT FOR JOBS. Station Excessing Update As reported, we have been meeting with management on the sectional excessing from the stations. Their initial proposal was to excess 94 station employees. That number was reduced to 77 and after our meeting today, the number is now 30. We will be meeting again next week, and are hopeful that we can get the numbers reduced again. These are the tentative numbers. The column titled “current” next to your station are the numbers we are now working with. | | | Authorized Comp | | | Current On-Rolls | | | Number to be Excessed | | | Office Name | FT | PTR | Tot | FT | PTR | LDC 67 | Total | Proposed | Current | | HOU-ALBERT THOMAS | 10 | | 10 | 13 | | | 13 | 3 | 1 | | HOU-ALMEDA | 10 | | 10 | 12 | | | 12 | 2 | 1 | | HOU-ASTRODOME | 8 | | 8 | 11 | | | 11 | 3 | 1 | | HOU-BEAR CREEK | 12 | | 12 | 17 | | | 17 | 5 | 2 | | HOU-BROADWAY | 4 | | 4 | 6 | | | 6 | 2 | 0 | | HOU-CIVIC CENTER | 2 | | 2 | 3 | | | 3 | 1 | 0 | | HOU-D S SCHATZ | 13 | | 13 | 15 | | | 15 | 2 | 2 | | HOU-FAIRBANKS | 14 | | 14 | 14 | 2 | | 16 | 2 | 1 | | HOU-FOSTER PLACE | 5 | | 5 | 6 | | | 6 | 1 | 0 | | HOU-GALLERIA FIN | 2 | | 2 | 3 | | | 3 | 1 | 0 | | HOU-GENOA | 6 | | 6 | 7 | | | 7 | 1 | 0 | | HOU-GREENBRIAR | 8 | | 8 | 11 | | | 11 | 3 | 1 | | HOU-HARRISBURG | 1 | | 1 | 2 | | | 2 | 1 | 1 | | HOU-HEIGHTS | 4 | | 4 | 7 | | | 7 | 3 | 2 | | HOU-IRVINGTON | 5 | | 5 | 7 | | | 7 | 2 | 1 | | HOU-JENSEN DRIVE | 4 | | 4 | 4 | 2 | | 6 | 2 | 2 | | HOU-JULIUS MELCHER | 12 | | 12 | 18 | | | 18 | 6 | 3 | | HOU-LONG POINT | 10 | | 10 | 12 | | | 12 | 2 | 0 | | HOU-MEDICAL CENTER | 11 | | 11 | 12 | | | 12 | 1 | 0 | | HOU-MEMORIAL PARK | 13 | | 13 | 16 | | | 16 | 3 | 1 | | HOU-NASSAU BAY | 6 | | 6 | 8 | | | 8 | 2 | 0 | | HOU-OAK FOREST | 13 | | 13 | 14 | | | 14 | 1 | 0 | | HOU-RICH HILL | 11 | | 11 | 15 | | | 15 | 4 | 2 | | HOU-RIVER OAKS | 10 | | 10 | 13 | | | 13 | 3 | 0 | | HOU-SAGE STATION | 5 | | 5 | 11 | | | 11 | 6 | 3 | | HOU-SAM HOUSTON | 7 | | 7 | 7 | 1 | | 8 | 1 | 1 | | HOU- SAM HOUSTON FIN | 3 | | 3 | 5 | | | 5 | 2 | 1 | | HOU-SOUTHMORE | 6 | | 6 | 8 | | | 8 | 2 | 1 | | HOU-UNIVERSITY | 8 | | 8 | 10 | | | 10 | 2 | 1 | | HOU-WESLAYAN FIN | 5 | | 5 | 5 | 1 | | 6 | 1 | 1 | | HOU-WESTBRAE | 7 | | 7 | 8 | | | 8 | 1 | 0 | | HOU-WESTBURY | 10 | | 10 | 12 | | | 12 | 2 | 0 | | HOU-WESTCHASE FIN | 3 | | 3 | 5 | | | 5 | 2 | 0 | | HOU-WILLOW PLACE | 17 | | 17 | 18 | | | 18 | 1 | 1 | | HOU-WINDMILL | 11 | | 11 | 12 | | | 12 | 1 | 0 | | Total | | | | | | | | 77 | 30 |
